Description​

Hello when I started my PDX campaign (ck2-hoi4) I realized that you cant form russia when you convert because Muscovite does not exist in ck2 so I decided to get this mod called (here is the link) https://steamcommunity.com/sharedfiles/filedetails/?id=361421832&searchtext=found+an+empire
What my dumb self did not realize was that it was severely outdated so when I turned on the mod and went to Muscovy and turned on the "form muscovite empire" decision and I went to the government reform section, it showed that there were no reforms and when you hover over the word "Empire" it says "nogovernment_desc" as you can see in the image.

And you may be thinking, well why did you not just go back to the previous save, but the thing is my dumb self decided to not do that and decided to keep playing and before I knew it 12 in game years had passed and it was bugging me that there was no Russia in the 1600s and that it had no government reforms.

So I decided to figure out how to make a mod that made it so you can form russia if you shared the same culture group while keeping the same tag and mechanics (which I did as you can see in the photo as well) but the thing is that despite making the mod that allowed all east slavic culture group members to form russia (which I did have them form russia as you can see in the photo) the glitch where there were no government reforms remained, what should I do?

(If I can't do anything, don't worry I have emergency lore in my brain.) Also I uninstalled the Found an Empire mod but it did not change anything.

Did you have working government reforms before you enabled the empire mod? If not, there is probably something wrong with your converter mod(or any other active mods).
If they were working before, I would strongly recommend to go back to your last save before you enabled the mod. When it was made, government reforms didn't exist in eu4(they were added in version 1.26 which came out in 2018) and the government types which it contains won't work anymore with the new reform mechanics. But its files likely override the vanilla government files which contain the information about reforms and it probably broke more about the government in your save, because your country has the icon for the native government type. Even if you manage to fix your country, the rest of the world will be broken and the information about their reforms and government types will be lost which will likely lead to further problems.

In any case it is not a bug in eu4 if an outdated mod breaks something.
