No government reforms with custom nation setup

When I choose in the options "custom setup" for nations the nations I create always have no government reform (I'm playing without Dharma). No matter which Reform I choose in the nation designer as soon as I start the game it has only the government type (e.g. monarchy, republic) but no Reform (e.g. feudal monarchy, constitutional monarchy). I also can't fix it by selecting a Reform in the "change government" menu. When I select a reform there nothing happens except that I loose 100 admin points. Is that a general problem??
