Criminally Insane prisoners doesn't arrive when the timer hits 0 even if I have built padded cells for them

Your prisoner trucks/prisoner boats may be very backed up. Try constructing a helipad or two (or boat docks) set to import prisoners if that's the case, so the backed up boats/trucks/helicopters can cycle through quicker and your prisoners can arrive quicker.
