Got my Europa Universalis on Saturday, but was unhappy about not getting a manual with the game. This one piece of paper with a few commands doesn't do it for me. Of course I can play, but making sense of all of the game just isn't easy. Why wasn't there a manual?

If the game was in a cardboard box then there should have been a manual. In which case complain at the shop.
If it was in a DVD case then it should have been sold at a lower price and the manual is on the CD.
It could also have been an illegal copy. Where did you get it? Fom a shop or by mail?

The manual is really a history book. You will learn more by reading the FAQ Forum here and browsing thro the posts.

It most definitely is a legal game in a DVD case which I bought in the biggest bookshop in our country. So that's not the problem.

On the CD there's the manual file (Adobe) with the size of about 5 megas, but it doesn't work. Instead it says the file doesn't exist.

Should I return and ask for a new copy on the game?
 
Do you have Adobe Acrobat Reader?
I should think think that there is a copy on the disk.
If you do have it installed and the manual refuses to be read then you might take it back.
However - you do not need the manual in order to play the game.
Start on the Tutorial - that will show you the interface.
When you are fed up with it then start in the Grand Campaign as Russia. You will get an easy start and learn a lot that way.
If you get stuck then read thro the stickies in the FAQ forum. That is, basically, how we all learnt the game.
Incidently EU2 will have a much better Tutorial and manual. If you learn to play EU1 then EU2 will be easy.
