No modifier after third dynastic activity perk.

Description​

The third activity perk in legacies for buffing grand tours seemingly does not actually give the buffs it promises. It was attempted with a taxation tour, that should have given the vassal tax buff, but it was not gotten.

Steps to reproduce​

I would assume that they do not give the buff anytime, as I haven't had it work yet.
