Okay I hope I wont get in trouble for this, but after much searching and just plain thinking about what made the change of turning on or putting those plants in AoD in Rev 1.1 of IC, I found the fix. Well not a fix but a deletion to take out all the plants at start. Have not tested to find out if this will affect saved games or not but here is what you do.

File you are looking for is called "province_rev" its in the root directory of "db" folder of your AoD+IC game. Now I opened it up and looked for "Refinerias" since that is Spanish for Refineries. And there is a list of all refineries added to each province for all the countries (major only I think) in the revision.

Now what I did is just highlighted everything from the word "province" down to the next major topic and deleted them all. I then saved it and started a game with Germany in 1933 and no refineries appeared in Nuremburg, Hannover or Stuttgart I also let the game run about a week to see what the trade values for all major countries looked like (Britain, USA, USSR, France, etc and the values did not go into negative like before.

So there it is gamers! A "temp" fix to the dilemna everyone is up in arms about. If anyone finds that it is not working please let me know I will do more research, but I think this should take care of the Energy Crisis now. Kelben I did this for you man because I think you are such a good person to me! Love ya all.

Edited: Just opened up a saved game in July 1940 and the plants are still there, sigh. I found a way to fix that too, but involves going into your saved game file and searching for all the "synthetic_oil" and "synthetic_rares" and deleting them as well. Personally I dont want to delete them now since its 1940 and conversions are alot lower, England is what I tested and its doing under 100 energy to get 18 oil not too bad I guess. So you will have to start a new game for this "temp fix" to work, sorry all.
