You get no notification when attacking/being attacked by partisans - you do get a notification when the battle is over though. I assume this is a bug.

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
If you want to be notified when a battle starts you have to turn it on in the options menu.
Oops forgot to mention that I do have that option turned on - battles vs partisans are still not given any notification.
