No option for Expanded Map start

As per the title, I cannot seem to find the option to start with an expanded map, added in the latest update. Un/reinstall made no difference.

Well, if that's the case it's pretty disappointing. Thought I'd be able to plan on the expanded areas from the start. Heck, I'd be happy to only be able to use the planning tool on the 'expanded' areas, then pay the normal purchase fee when it came time to actually build there.
