No policies modding?

Why wont there be any Policies modding and will there be in the future?
There is huge potential in modding of Policies!

It seems like I, somewhere, posted that you would be able to mod policies into the game. This is something we aspire to add but will not feature at release.

I find this very weird. But I guess its a matter of time....

Hmm.. disappointing as i was wanted more Specialization in release.

Casino, tourism, banking, electronics, all new specialization which could have been added to the game at release to add to those attached to industry.

I feel this is being held back so that DLC can be made for these as i don't really see why polices themselves would be restricted from modding.
