No production in conquered provinces

As Prussia in the GC, I've annexed Holstein and claimed a colony in Africa (it's currently 1858). And for some reason, the RGO's and factories in these territories produce nothing. The factories even take up resources without producing anything, so if I don't close them they suck up money. The strangest part is that I annexed one of the German minors as a test and there is no problem with production. Any help?
