Playing as Sovs, and lack of oil has never been a problem for me before so I have never worked out how the synthetic oil plants work. In my current game in early '43 I have the synthetic oil plant slider at to the extreme right (and have 'improved refining' tech if that makes a difference, and +92 energy per day), but no oil is produced. The slider under it, synthetic materials, does work if I move it to the right. I'm probably missing something obvious, please advise.
 
You're right, that would help wouldn't it! I thought it might be something obvious. Many thanks, there is clearly no limit to my stupidity!

In my (slight) defence, I note it doesn't appear on the list of province improvements you can select from the right mouse click menu so I suppose I thought they were just "there" (which is how they were in previous HoI?)

Possibly because you have to research them first...;)? Then build them from the "Province" production box like the other generic provincial stuff - very handy for forts and airbases before you're sure where you want to put them.
