No vehicles spawning

This began 2 days ago for me. I've tried a dozen new games but the problem persists.

I've used the noworkshop/disable mods launch option, uninstalled/reinstalled & it's still happening. I've also deselected all workshop vehicles via content manager but no luck.

I believe it to be related to a recent Improved Public Transport/Advanced Vehicle Options mod conflict but again, I've followed instructions regarding conflicts to no avail.

i5-2500k @ 3.30Ghz
8GB Ram
SAPPHIRE AMD R9 280 Graphics Card (3GB, DDR5)

Thank you for the reply mate. I eventually tracked it down, though I think there were multiple causes, number one being a conflict between IPT & Traffic Manager. Having said that, I had a lot of errors with assets especially ships from the workshop.

it started when i started using traffic manager then I tried turning it off then I made new game and it seems to have just broken my game
