No victory points get calculated?!

Hi there,
I'm playing my first GC as Portugal, and I've reached 1530. The problem is that so far not a single victory point has been allocated to any nation?! This must surely be a bug?

I've colonized several provinces in Afirca and the West Indies, and there's been a number of wars throughout Europe. Surely someone should have gained a measly victory point by 1530?

Please help!

Base Victory Points have to be turned on by you from the Options before starting.

It is, and has been, debatable whether they are really useful for Single Play.
