Nomad Domicile building cannot be upgraded beyond level 2

Description​

The "Illustrious Foreign Armor" building can only be upgraded via event, but the event effect has a typo where it replaces the level 2 variant with the same level variant.

This can be fixed in the file `common/scripted_effects/09_dlc_mpo_scripted_effects.txt` by correcting the `mpo_paiza_improve_maa_effect` scripted effect.

Steps to reproduce​

Use the Summon Wealthy Visitors decision to upgrade the Illustrious Foreign Armor building when it is level 2.
