Hello guys

I have a question regarding how manpower growth functions now in CK2Plus, since i dont remember the nomads
(Otuken) starting with 0 manpower growth in former versions of CK2Plus, and they dont do that either in vanilla CK2, this is something i've noticed starting after nomad provinces now also starts with settled tribes.

So my question is, do the new conclave dlc, or the accompanying patch make changes to the manpower mechanic that i have overlooked, or is it a consequence of the "Leave a Tribe Behind" part by zijistark i've seen mentioned in the main download thread, and if yes, is there someone who could explain these changes, or direct me to somewhere i can find the information.
