Description​

Nomads get stuck with unrazeable and ungiftable temples when they have a religion with theocratic doctrine and both Tengri and Taltoism have it.

Steps to reproduce​

I conquered a clan county with a temple holding and a city holding as a nomad. Previous temple holder become my vassal since they have Lay Clergy doctrine.
I razed county capital and the city. County capital destroyed but city had enough upgrades to survive.
Leased the city to holy order.
Temple holder died so I inherited it.
I can't raze it, game thinks it is recently razed.
It is +1 to my demesne but I cant govern it
I have Theocratic doctrine so I can't give it to anyone.
I can't lease it to holy order since I already leased the city in same county
I don't have a religious affairs councilor to lease it.
When I give this county to an AI, AI would stuck with the same problem since county capital is destroyed new count will be a nomad too.
