Description​

Nomadic governments not within the steppe cannot migrate, meaning they cannot deal with fertility nor actually be nomadic and move around

Steps to reproduce​

Start a game with the extra game rules that add nomads in other locations
Either play as one or tag switch to one
Try to migrate using the greyed out/inaccessible button

This is actually working as designed, your capital is outside of the Karelia situation region in your save, and all you have to do to remedy it is move it to Kholmogory and you can migrate again.
