Alright Paradox, I acknowledge that there are culuteral differences between North and South Germans but I think that this is taking the differences a bit too far....

If you want to change that, you need to edit country.csv. The field that indicates which of the pictures to use is EndFrame. You just need to pick one of the pics in <Victoria>/GFX/Interface/frontend/leaders.bmp. Remember, the first pic in the file is index 0.
