1. No province should ever have zero manpower or zero IC. This is the main reason that Nationalist China, and other nations, fall so easily. Every province in the game has sufficient manpower to justify a MINIMUM 1 manpower rating. Every province represented in the game should have at LEAST 1 IC per province to represent minimal trading and cottage/native industries. I would recommend that every province in the game have its IC and Manpower ratings enhanced by 1. Other suggestions to follow, and will be added to the lead post in this thread.
