Not a bug: Research won't budge

I am currently playing a game as Italy(originally as Sardinia but I unified) it is 1873 and my research points are stuck at 9.89 for cheap iron. I just concluded a trade deal with France for a few techs and right after that I stopped gaining research points its been a month now and my research is still stuck at 9.89

This isn't a bug. Acquiring technologies via a trade that you initiated sets back your research point accumulation.
