NOT A BUG: Suddenly Granted Army Techs

Let's see:

1) Had you done any diplomatic deals to gain tech from countries?

2) Had you researched everything else as well, if that had happened you could of been researching military techs because you had too rather than becuase you wanted to?

Well Techs don't just pop up out of thin air. Open up the saved game and at the bottom is the history log. Look for somethine like NCO training. No need to do it manually just search for it via the Word Pad search function. Let me know if you find anything.

Ok I am in a spot of bother here. I have load many victoria games and never once got free techs. So I cannot at this time duplicate this, if I can't duplicate it then I cannot class it as a bug I am afraid. What I need is what was different about your game that caused techs to pop out of thin air. Until then my hands are tied.
