There's a Bug in my Turkey

I just started a game with the Ottoman Empire. You can imagine my surprise when my debt kept growing despite a &450/day surplus. I slid my taxes to 100% and spending to zero, but still it kept growing. I thought your debt grew when you had a negative daily income, not a positive one. Is there an accountant out there who can explain this? IRS agents need not apply.

Close the budget window after you make changes.

The tax, tariff ... settings are only changed if you leave the budget screen.
Perhaps this is the problem?
