Can't deploy clerks!

In the southwesternmost province of norway (bergen I think) I built a steamer factory, then, I proceeded to educate a couple of thousand clerks to build there, but the cerks can't be deployed into the factory. When I check upon my provinces, the clerks are there alright. And it is NOT another factory sucking them up.

I'm playing with Victoria version 1.01 (or whatever the latest patch posted on the patch page is).

I have 512MB RAM (ddr 400mhz)
2800Mhz p4 processor
a geforce4 4200 graphics card
directx 9 something (the latest I'm rather certain)
Windows XP

(not that I think the specs got anything to do with it)

You need to have as many craftsmen in the factory as you want clerks first.

Ok, thank you Now I do have another problem though... With nowhere to deploy my clerks, I don't know how to select them and reeducate them...

(EDIT) Btw, that scandinavian flag sure is good-looking

check the ledger, or click on the pop-overview in their province.
