"Create statehood" button does not work.

I play as Sardinia, I've just conquered Tunis, I can't press this button in order to convert Tunis into region (that is I'm not able to build factories there). May be I do something whong?

To grant statehood you must either have a majority of the POPs there as your national culture or be on the same continent. I believe Tunis will have too many Arabs and is in Africa not Europe.

But seems a little harsh in Sardinia's case. But is working as designed
