there should be slaves in Cuba, Puerto Rico, Venezuela and French Guyana in 1836 as well. Perhaps the guyana_slaves.csv file can fix the French Guyana situation, but I'm not sure what to do with the others.
 
Nope - this is a bug. Should be slaves in the Danish province. Others are unlikely to get changed.
 
Damn you posted before I deleted it - the Danish 1750 province which I thought this was refering too has an event which frees the slaves and I don;t think it has any to free in the first place :)

Dutch emancipation

Perhaps he means Dutch -- the 40,000 slaves in Dutch Guyana/Curacao were emancipated in 1863.
