Summary​

Not all war goals enforced when country capitulates

Description​

I was playing France and started a diplo play to annex Constantine
Spain and Egypt decided to join them and I added to annex al Rif and transfer the Philippines as war goals for Spain and transfer Hejaz for Egypt
I fully occupy Spain, which then capitulates and I only get al Rif

Steps to reproduce​

Start a diplo play and have multiple countries as enemies
Capitulate only when of them

Can confirm there is something going on. I was playing as Russia and declared war do liberate vassal Jammi and invited East India to conquer a state - Punjab (my goal was to feed India), since later in the game was gonna transfer India to me.

We obviously won the war but ONLY the conquer state war goal was enforced for some reason. Same thing happened in a war after that against Burma in similar circumstances.



Also Paradox, the AI should ALWAYS WANT TO "RETURN STATE", and never get a -1000 reasons to not want wargoal, if I want to invite them into a diplo play. They already have a claim on it, they should always want it. The "-1000 reasons to not want wargoal" modifier should never EVER apply to return state wargoals. Please mark this this to be updated.

It seems like peace deals are kinda broken right now
The issue is still there even if the war is 1v1, the enemy capitulates and you get nothing
But you can get the wargoals if you enforce them before they capitulate through the propose peace deal button
The game is unplayable in this state tbf
