I have installed the latest patch (1.03b) and got the right checksum (KHUM), and am playing as the duke of salerno. I don't seem to be getting anymore the +20 rekations bonus from choosing a tutor for my children.

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
Just wanted to confirm that i have the exact same bug. Everyone accepts, but the +20 modiefier never fires.
This is a reported issue on our internal forums, but thank you for reporting it!
