So I thought I'd make a quick buck by building a large minimum security block with a bunch of dorm rooms with bunk beds. It should also give all those higher security guys something to aim for so I included a library and a gym, made the rooms a nice size and included TVs in every room. Made sure I marked it as minimum security to go with my medium and high security blocks but isolated from both. And the warden immediately filled it up with medium and high security prisoners who then spent all their time murdering each other despite all the guards with tasers. Short of making the whole block maximum security to make a whole lot more money and simply stop caring if theyre all dead in the morning, why is the game doing this??
 
I had the same problem as well, and it turned out to be a mistake on my side. I forgot to set it explicitely to "Min Security Only" -- instead it was set to "Shared". Both zones use the same background color. I hope this helps. :)
