The situation:
November 1939, WW2 has started, I am Germany and have conquered Poland, fired Molotov-Ribbentrop, in war with the Allies... all the usual events.
Using TFH 4.02 and no mods that should affect diplomatic behaviour.
France, for some reason, had very low national unity and the fascistic party was eligible for 4 government posts. It wasn't my doing, my spies only "raised their threat" and built cov-ops points.
I used the cov ops to start a coup, and now France has a fascist government and dropped out of allies. But when I try to sue for peace it still says "Can only negotiate with faction leader"
My questions:
Is this WAD or a bug, and if the latter can I fix it by editing the save game?
How should I proceed?
