Additional Information

Prior to the mods and beach expansion this issue was there for the past 6 months. But was manageable. Now I can't even launch the game. Super bummed. I dropped 3k on a computer just in anticipation. And frankly despite all the haters out there, I really enjoyed the last 6 months of this game. I get that there are changes coming, but I really loved it. Now I cannot even play. I would love any advice to get this game going again.

THEN do a clean reinstall:

Remove the game from Steam (uninstall)
Manually delete all these files and folders, if still there:

…\Steam\steamapps\common\Cities Skylines II\
…\AppData\LocalLow\Colossal Order\Cities Skylines II\
(first move the /saves/ folder elsewhere to keep your save games)
(To see the AppData folder you'll need to enable View Hidden Items in File Explorer)

Install the game again and see if it runs now.

Usually, a Null Reference Exception indicates that the game expected something to be defined and it isn't. Very basically, the game may be checking to see if a building named "BusinessBuilding197536" is at capacity or not, except there is no "BusinessBuilding197536", so it throws this error. Or you load a game and while it's loading your city, it tries to place "RoadThatWasInPreviousVersionButIsNotInThisOne" and when it can't find it, it can't load it, so it throws this error. This is generally why uninstalling all mods is the first step. If something gets changed in an update, the mods won't have the new information required to use the new stuff, and so the mod breaks.

Everybody I got mine fixed:
Just go into your save files (have a look for them), get the ones you want to keep, and delete everything in the folder. Then uninstall the game. Reinstall and put the save file back after booting up the game again (if you've done it right it should not have the null reference exception problem and it should be an empty new game) and start up a new city. Then move the save file from your broken game into the newly formed save file, which worked for me :)
This is explained above but I hope I've made it a bit more simpler. The save file can be hard to find especially if you have the game on your D drive, but the saves will still be in the C drive regardless. Have a look and you will find it if you keep looking: Click View at the top and then click Show on the menu and then click Hidden items. Try the C drive, user, your name, and then "LocalLow" if it is in your D Drive.

Best of luck!

I'm going to try this!! I started getting the message after a small tsunami. I'm sure the game was looking for something that had been destroyed, lol.

I was referred to this post reference my situation. After performing the above steps and resintalling twice, the game still throws Null_Ref_Exc error on startup. Anyone experience this or have a solution?
