Description​

I occupied the British Capital but I am the one left with ticking war score. Despite owning the entirety of the British Isles, I am losing the war due to a bug. My capital is not occupied so it should meet the requirements of the war goal.

Steps to reproduce​

Occupy the enemy capital and watch their war score stay at 0 while yours goes down

What are your wargoals and what are theirs? 1.9 added a handy check for each wargoal so you can hover over it and it will tell you what you need to occupy to accomplish it.
