Oh boy, a bug quashed in HOI has come back for victoria... as germany i proposed a normal alliance to austria, no message came up saying if they accepted or not, and my di was used up. And yes, my message settings are set so any alliance proposal by me would show up.

I has been reported. When changing tags, some messages just don't display.

If this is after unification and before reload game then yes that is a logged bug.
