[OIB 1.9.7] Qing treaty port in opium war starts in british market, fixed on game reload

Description​

After British take a treaty port in Qing, the treaty port is in the British market. I don't think it's a ui issue, as you can see the treaty port has market access in the British market in my screenshots. I've seen this in 1.9.6 as well. Sometimes treaty ports work straight away, but not in this case.

This is fixed when you save and reload the game, and it stays fixed from then on.

Player Pain: annoying because I need to keep track of when ai take a treaty port so I can reload, as I don't want ai not making use of the port.

Steps to reproduce​

I started as observer because you have to see it real time, as loading a save fixes it.
-Switch to Qing so the opium war can be triggered faster if you want.
-After the war is over, check hong kong's market.
-Reload fixes it
