Get good relations from venezuela. If you get it to 200+ you can get at lest 50 oil a day for about 20 supplies. I did a trade for 100 eneergy and 19 supplies for 100 oil with relations at 200+. This oil with romania will give you between 140-150 oil a day and a stockpile in the hundreds of thousands by war. You will never run out in other words.

Invade Venezuela with italys help sometime after you got gibraltar. This happened in one of the multiplayergames i had. Italy got 200k oil from that straight to rome when it got annexed..

You can also get your Japan player to hook you up late game after he has taken over Netherlands...they generally give up a big stockpile.
