Oirat, Permian and Ostyak get Tribes of the North from Royal Court

Description​

Oirat, Permian and Ostyak cultures do not have the tradition of Tribes of the North unless Royal Court is enabled. This is different from the implementation in Kirghiz and Buryats which get the tradition from Khans of the Steppe. Since the Siberian Permafrost modifiers are applied with Khans of the Steppe, this leads to Ostyak rulers losing control of their lands when Khans of the Steppe is enabled. On the other hand Khans of the Steppe is not required to get the other features of the tradition for these three cultures if Royal Court is enabled. This is either a very strange design choice or a failed implementation of the feature.

Steps to reproduce​

Enable Khans of the Steppe or Royal Court separate from one another.
