"Old" court positions for Nomadic government

Description​

Using other form of picking court positions is still available for Nomadic government event if those positions themselves aren't. Examples would be picking a personal champion during tournament organisation or forcing prisoner to become executor. There might be more in case of other ways of granting court position like Garden Hermit.
