It has bonuses, but also big penalties with Attack speed, Offense, and Experience gain. Do these penalties also go down the line to everyone under him, or does it apply to just him?

Sounds like you're using a mod, possibly Black ICE, which means that the general forum wouldn't be the best place for this discussion.

In vanilla HOI3, it only affects experience gain of the individual with the trait, and does not affect those lower down the chain. The other effects you mentioned do not exist in the vanilla game.
