Culture of nation and culture of starting provinces are not the same. This causes a problem for this nation as it is at penalty with respect to all others.

Yes, no one really knows. Some say they are "early" Celtiberians.

I agree with your theory, the Iberians were mainly on the east coast, so they must have been Celtiberian.

Bit more details.. might have crossed a few things but the idea is clear.

The tribe Lusitani's culture is Iberian when their capitol, Olissipo, is Celti Iberian. Lusitani region is also strangely not their capitol.
Same problem with Cantabri tribe, culture is Iberian and their capitol is Celti Iberian.

All tribes in Iberia should get checked over.
