I created ten empires, which is the maximum for a large galaxy, and in the birth options I'm setting it to force birth, but when I play, one or two empires that I created appear and the others are random. I don't know if it's a bug or my mistake. Please answer me.

There are 3 options when it comes to empire spawns. You've got the option that means they can *never* spawn, the option that means they only spawn *sometimes,* and the option that makes them spawn *all the time*. However, even if you've got all 10 of your empires set to *always* spawn, there are some Origins that there can only be one of in each galaxy. I know that you can have as many Prosperous Unifications as you want, but I'm not sure if there're any more this rule doesn't apply to. Your best bet is to try a different Origin for each of your 10 empires and any others you can't think of, just set them to Prosperous Unification

Have you gone back and edited your existing empires? We now have the option to customize our starting leader traits, so if you don't select that on your customized empires, they won't spawn.
 
There should be a warning that something is wrong if this is the case.
There is in the Empire Selection screen. The option to force empires to spawn is greyed out, and if you hover over it it will tell you that the traits/civics are outdated and can't be used. If those options on any of your empires are not greyed out, that's likely not your issue, but check anyway
