Yesterday, a friend and I were trying to play Victoria over the internet and it wouldn't allow us. I'm running on a router, so I couldn't start the server, so he started the server. I could see the server in list yet when I connected to it, it still wouldn't connect. We've also tried direct connecting to him. It's odd, because in Victoria and Hearts of Iron we can periodically connect to his server, and other times we just can't at all. I've tried opening all ports on my router to no avail. It can't be a port issue considering the fact it sometimes works. It's kind of disappointing considering I paid 40 dollars mostly for the online play, and I can't play online.
Also, a small sidenote, does anyone know how to increase the manpower? I read about upping the defense budget, yet when it's maxed out I get a very low amount of manpower increase (One a month seems to be about max when I played) Is there something I'm missing?

The problem happens with the fresh install and the newest patch. Also, I tried the stickied thread in the MP forum, doesn't work.
