I think I've noticed that there are only three extra portraits of German admirals. I've tried many times, and I always get the same three. How is that possible? What if you need to create more than three admirals as Germany? Are you supposed to not care that two of them have the same portrait? Maybe I'm the only one that cares about that, but when I get a spy with the same portrait than a spy I already have it pisses me off and I don't hire him even if he has great traits. I just cannot tolerate seeing two different spies with the same portrait. Am I the only one?

I've got the exact same problem with scientists. For spies, you at least have some to pick from. For scientists, there's always one single option and it's associated with a hefty 100 pp cost, meaning each re-roll is quite painful and practically impossible for most of the time (I'm a firm believer that having spare pp early to middle game is a sign of suboptimal build-up).
