In my 3.0 mod, I changed health workers to provide pop assembly rather than pop growth (thus allowing an alternative to going synth). It worked great, everything was hunky dory. Clinics gave 2 health workers, hospitals another 2, clone vats 2 more, each giving 0.5 pop assembly.

In 3.1, using that exact formula, the clone vats still produce pop assembly, but clinics and hospitals say "There is no species that can be assembled".

Anyone know of a conflict or a flag I need to set that I don't see in the patch notes?
 
I don't know what it was like in 3.0, but I think the issue is with the game rule "can_species_be_assembled" in "\common\game_rules\00_rules.txt".
You need to include the new building or job to allow assembly for organic species.
