Oscar (II) Bernadotte can become heir of non-monarchy Sweden
Description
Sweden has an on_action effect to generate Oscar II as heir if Oscar I is not ruler and the event sweden_monarchy.2 hasn't already occurred. This effect does not check that Sweden is a monarchy or that Charles XV is the king. This can make Oscar II the heir for non-monarchies or for a non-historical monarch.
Steps to reproduce
Make Sweden a non-monarchy or replace the ruler with a non-historical ruler and advance the game date to 1859.6.29 or later. Note that Oscar (II) Bernadotte is generated as the heir regardless.
