In my view, which is not necessarily canon in your universe:
Galactic Nemesis is actively villainous, as they have found that heinous acts can cause ripples in the Shroud, which they amplify and abuse in order to attempt to reach their equivalent of godhood. They know what they are, and by being openly menacing they cultivate fear and power.
Cosmogenesis is conducting their dangerous experiments on reality with no regard for the suffering of others, classifying it as just another fascinating data point. They tend to be very good at convincing themselves that they're doing this for the greater good.
They're deluding themselves. And others, as they can pretend to be "just asking questions" as they roast a fledgling civilization, and their ultimate goal destabilizes time itself - and they have no idea or care about whether it will fix itself in the universe they left behind.
