Outpost not upgrading to Cities

Description​

Using no Mods and no Betas (just plain old vanilla AoW4)
"Outposts" will not upgrade to "Cities" regardless of resources.
Tried Uninstall + Install = no effect. What Changed?

Steps to reproduce​

Create Outpost with Hero or Leader. Upgrade to Workpost, Palisade and, Watchtower.
I've waited until my Throne City is population 10 and ALL resources are at least 500. Outpost never offers to become a City. What changed?

This is a Windows 11 compatibly problem (when nothing else fixes the problem its a Widows feature).
Left click on your Steam desktop icon . Right click "Properties". Right click on "Compatibly". Right click the box ""Run this program in compatibly mode for:". Use the "pull down menu" to select "Windows 8".

Hey Mziln D'Nau Qu'ellar, thank you for reaching out. Is there any chance you were playing a map with Megacities or a Faction with Chosen Destroyers? These would not allow you to create new cities.

It's unlikely that this is a Windows Compatibility Issue, at least one fixed by Windows 8 as we don't support that platform at all.
