I’m not posting this in the bug report section because I’m not sure if it’s actually a bug (though it probably should be).

Currently, the war aspect of the game is completely broken.
One or two catapults can destroy all the defenses of a large city in just 1 or 2 turns.
It’s totally overpowered!

The question is: is this intentional or a bug?

It seems to me that siege attacks didn’t target militias before. Now they get wiped out in one hit.

In any case, this really needs to be addressed, especially since it seems that the AI doesn’t know how to use this feature (at least, I’ve never seen it use it).
 
It is actually intentional, as written in the update 7 notes. But I agree with you that it is overpowered : in the end game, you can wipe out the militia of capitals and towns 3 plots away with your heavy ship or artillery, then send a single unit with fast movement (paratroopers and the likes) to take the whole region or wipe the city in a single move … deadly. This really gives the attackers blitzkrieg capabilities.
But I am ok with the slow health recovery of militia recently introduced as it gives enough defence to cities for the first or second assault on them, but you still need to rely on a garrison army to give the cities a stronger defence.
 
The problem is that the AI doesn't necessarily defend its cities. Honestly, no matter what happens, it's too strong right now. We need to revert to the previous situation: siege units shouldn't be able to kill militias, and it should take them at least several turns to destroy defenses.
