Pagan Faiths always gain Full Tolerance special Doctrine

Description​

If you reform Pagan Faiths they will gain Full Tolerance Doctrine which is normally only allowed with a special game rule toggled on. I have turned this game rule off as i never use it but it seems to be bugged.

Steps to reproduce​

Start your game as a Pagan Faith and reform it.

Additional Notes: First time doing a bug report on this platform so sorry in advance. I can't upload MVK Video Files to this website, But here is a video i made of myself repeating the bug. If there is a better platform or way to do this with videos please let me know thank you.

Note Two : This seems to follow the same ruleset as Already formed religions. Unsure if i should make a second report with this problem. I have a video / Save / Screenshots if required as well.
