Pantheon resets each launch

Description​

My Pantheon is reset every time i launch AOW4

Steps to reproduce​

Every time i launch AOW4, a new "FILE" is created (within a new UID like named folder). and AOW4 resets my pantheon. When first arrived i copied my old file int the new folder and it worked. but when i quit the game again it made a new folder and next time my pantheon was void again. To try to help i disabled cloud syncronisation too but to no anvail game keeps resetting pantheon each time it is launched. (i made a local copy of FILE so i won't loose my progress)
It seems a new issue that i didn't had in version v1.005.003.85956.
also avast warbs that the exe might be a ransomware :

I join a 7z of my pantheon file as the issue seems to happen with this one (when i place my old FILE into the Empire to get my unblocks back after the resetting)
Also found some game logs, it seem to miss some files when starting, but not sure if it is linked.

Hi Mohreb, Steam typically doesn't like you messing with it's file from outside of Steam. If you had previously uninstalled the game and not used the Steam Cloud saves then trying to retrieve from a local backup will not work. There's not much we can do about that I'm afraid.

If the game is creating new Pantheon files it means that it cannot find the Pantheon that it expects, likely because you've tried to change the Pantheon files manually.
 
I just tried to change it manually after it disappeared, i did not messed with it before. i stil have that pantheon file (as it makes a new directory when it "resets") let me show (with a tree command in Empire directory):

a15... contains the FILE with the pantheon when the issue arrived.
e17... cotnains one where i finished the last story mission afterwards (i don't know why it made a new one)
and then it created aae... directory with a whole new pantheon "My Pantheon" with nothing unlocked.
if after each game it resets pantheon it is really frustrating :/
What other files i can provide to help the investigation?
(the game should ask if it does not find the files instead of just creating one for no reason, imho but at least give me a way to correct it, i don't want to restart and fear each restart when the game resets itself)
EDIT:
also i don't think it is a steam sync issue, as it occured even when i desactivated steam syncing. (to be clear i tryed it after the issue occured, so it is not because of the steam sync activation/desactivation)

With the new DLC dropping, i tought of comming back to the game.
Has this issue been resolved, or will it reset my pantheon again when i reainstall / launch the game?
 
Now i am getting this message at startup:

retry does not solve it, and delete would mean loosign 172 hours of progress in a meaningless grind system which lets me play the full game i bought.
How can i recuperate the Pantheon Progress at this stage?
ok so copying the old file over the "new reinitialized pantheon" kinda-worked. i get my rewards back but i fear it will keep happening can someone tell what is wrong with my pantheon file? (i'll join it here)

The root problem would be that something either isn't syncing properly with the Steam Cloud/Steam Remote Folder or that something is interfering with read/write actions possibly a AV system?
 
I posted the file so you can tell me what is the issue, has someone looked into it?
The issue presents itself even with Steam cloud off so i don't think it is interfering. (i have it off since November)
So the two ways i see of solving this is :
Can the save file i posted be "corrected" so it loads to the game correctly (to precise, it does load correctly if i replace the newly created one after [DELETE] till "a time", then it ask me to reset again later)
Or if the correction fails / too complicated, Is there a way to get progression back if i let the reset happen without replacing it with my old file? (i don't mind loosing the leaders in pantheon but the 62% i unlocked mostly for the new civics would dishearten me to loose)
 
I use the steam cloud and i do not have any issue with my pantheon.

But before that, during the first mounth of AoW4, i did not use the steam cloud yet and had to manually transfer my pantheon beetween two pc.
The good maner to do is to let the game create its files (both pantheon and heroes) with its own ID, and then take your files and rename them with the ID steam or the game created.
So the game, or the cloud, or steam "thinks" that the files they created where modified because you played and they accept them.
First do that for the pantheon,
And then for yours heroes.

It's the idea.

But since i activated the steam cloud and it nice,
I play on two PC because sometime i move/travel and i have no issues to update my pantheon and games between the two PC.

Edit: i think i finally found the real root cause:
Steam kept multiple directories under steam cloud, and every time i got back it choose one randomly (corrupted one, an empty one, and sometimes it added more i guess)
so i tried to delete all but the working empire file.
it was really hard as not even deleting it while the game running let steam to "update" it's knowledge of the file as deleted (the usual cloud syncronisation issue where it is hard to delete something)
so i used a work around found here:
to manually corrupt syncornization, delete the wrong files during the pop up, and purge steam cloud from the wrong empire files.
Writing it down for the record for other users having the same issue.
And for the devs to probably add thease kind of syncronisation issues to the test cases to veriffy (as it is not normal to only have a pop up saying corrupt save, but nothing to handle the files direclty to solve it, and let steam to make some strange cloud utilisations instead of handling it aow4 side)
