Heyo,
i looked for fixes for over 2 hours now and i am at my wits end.

Saw some flavour mods for vicky 3 installed them played for a while.
Started the game the next day i get the Error: Failed to install Paradox Launcher 1603.
Just bypassed it cuz w/e. Now i want to test out new mods and i cant get the damn thing to work.

Interestingly HOI4 and EU4 work. CK3 doesnt either.

I checked steam files 3 times. I reinstalled Vicky 3 2 times.
I cannot reinstall the Paradox launcher through the msi file cuz its not "installed".
When i try to deinstall it, it tells me its a shared network ressource and not avaible? the frigg?
Tried to remove the files in appdata and tried to reinstall it nupe.
Tried to remove it with Revo Uninstaller.
Still can play the game without the launcher thou...
Did a game rollback to vers 1.0 that worked launcher setup and all was fine. But using the new version broke it again.

Would like to access the modding feature thou, kinda why i bought it.
And i am now interested in what caused this error and how can i fix it.

The 1603/1605 errors we see there are typically a previous other installation stuck, or a problem in the Windows update/install processes.

If you see msiexec OR Paradox Launcher running in Task manager-processes, kill it and try this launcher install again please.


If still no good, do you see Paradox Launcher v2 in the Windows Control Panel to uninstall? If so does it uninstall cleanly, or get an error doing that? You can use this MS tool to clear the stuck install/uninstall:

THEN Please try this:

uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.


Delete the following folders if still present:

C:/users/{userName}/AppData/Local/Programs/Paradox Interactive/
C:/users/{userName}/AppData/Local/Paradox Interactive/
C:/users/{userName}/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.


exit the Steam app entirely
run steam.exe as the Windows Admin user

run the game from the PLAY button in Steam


IF that doesn't help, in this folder are some .log files:
C:/users/{userName}/AppData/Local/Paradox Interactive/launcher-v2/
Please attach them here.

Note that you can run Victoria3.exe directly from File Explorer, which bypasses the launcher.
 
Heyo resolved it.

The microsoft tool you linked did the trick.
I could deinstall the paradox launcher with it. Then deinstalled vicky 3 through windows.
