After reinstalling Windows 10, I installed City Skylines on my PC, but when I launch it via Steam, the launcher only opens in the task manager, and the window itself does not open. Help me please!

You can bypass the launcher by following these instructions:
Download the attached cities.bat.zip file
Extract from it cities.bat
Place the .bat file in your game's Steam folder (In the same place as your cities.exe)
Right click the game in your Steam library
Go to properties
Select Launch Options
Copy and Paste cities.bat %command% into the input box
X out of that screen
Run the game
